Afghanistan attacks show Pakistani-based militants' role

WASHINGTON: Militants based in Pakistani safe havens are stepping up cross-border attacks in Afghanistan as security cooperation between the United States and Pakistan remains under severe strain, US officials said. On Tuesday, 16 people were reported killed after armed militants laid siege for hours to the American Embassy and NATO headquarters in Kabul, the Afghan capital. The US ambassador to Afghanistan, Ryan Crocker, attributed the attack to the Haqqani network, a group allied with al Qaeda and the Taliban based on the Pakistani side of the Afghan-Pakistan border. US officials said they believed the Haqqani network also carried out a truck bombing on Saturday at a NATO outpost in Afghanistan's Wardak province that killed four civilians and wounded 77 US troops. Defense Secretary Leon Panetta warned Pakistan on Wednesday the United States would "do everything we can" to defend US forces from Pakistan-based militants staging attacks in Afghanistan. "Time and again we've urged the Pakistanis to exercise their influence over these kinds of attacks from the Haqqanis. And we have made very little progress in that area," Panetta told reporters. "I think the message they (the Pakistanis) need to know is: we're going to do everything we can to defend our forces," he added. Several US government officials said efforts by the United States and NATO to wipe out, or at least curb, militants in Afghanistan were unlikely to succeed as long as groups like the Haqqani network can operate with relative impunity from Pakistan's remote tribal areas. But one US official noted that just because small groups of Haqqani militants could mount attacks against high-profile targets in Kabul, a long way from their safe haven, did not mean the militants had free rein around the country. "The Haqqanis are a significant threat to security in Afghanistan, but they're not exactly in a position to take over the country," the official said. The network's suspected hide- outs in Pakistan have become major targets for CIA drone strikes. But US counterterrorism officials said Pakistani officials had been pressuring the United States for nearly a year to curb its clandestine operations inside Pakistan. The recent arrest, in a Pakistan- US operation, of an al Qaeda leader known as Younis al Mauretani, marked a respite from tensions between the two countries. But one US national security official said al Mauretani's arrest was the only positive recent development in an otherwise bleak counterterrorism relationship. "The bilateral relationship is still in deep trouble but the atmospherics are a bit better," said Bruce Riedel, a former CIA analyst who has advised the Obama administration on policy in the region. "Name calling has largely ended for now." 'FUNDAMENTAL DIFFERENCE' There has been "some cooperation on interrogation of al Mauretani. But distrust has not gone away, nor has the fundamental difference in approach to terror," Riedel said. A current US official was more upbeat, saying, "Clearly the relationship is complicated, yet both sides still find ways to get things done together against a common enemy -- al Qaeda and their extremist allies." Relations between the CIA and Pakistan's principal spy agency, the Inter Services Intelligence directorate, have been in a slump for months. First, the CIA station chief in Islamabad had to leave Pakistan after his name was leaked to local media late last year. Ties deteriorated further when CIA contractor Raymond Davis was detained by Pakistani authorities after he was charged with killing two men who he said tried to rob him. Davis was later released. Then in May, a US commando team killed al Qaeda chief Osama bin Laden at a Pakistani hide-out without notifying local authorities in advance. In the wake of those incidents, Pakistani authorities expelled at least 100 US military personnel who had been training Pakistani counterterrorism forces. Pakistani authorities also began refusing new entry visas for US personnel, including CIA officers. Some American operatives already in Pakistan have been asked to extend their tours of duty so operations are not cut back drastically, officials said, but that risks straining their morale and endurance.

Train accident in Tamil Nadu: 8 killed, 85 injured

CHENNAI: In the third major rail mishap in a span of two months, at least eight persons were killed and 85 others injured when a passenger train rammed into a stationary train near Arakkonam, about 75 km from here, derailing five coaches last night. "Till now eight bodies have been identified and injured have been rushed to nearby hospitals," IG Railway Police Sunil Kumar, who is at the accident spot, told PTI. Police said 15 of those injured were being brought to Chennai for treatment and pitched dark conditions coupled with heavy rains hampered the relief work. The mishap occurred when the speeding Chennai-Vellore Cantonment Mainline Electrical Multiple Unit (MEMU) rammed into the rear of the Arakkonam- Katpadi passenger which was waiting for signal at the Chitheri station, at about 9.40 PM. Teams of National Disaster Response Force were dispatched from here to quicken relief and rescue operations while senior railway officials rushed to the spot. Rescue workers used gas cutters to help pull out the trapped passengers from the derailed bogies while two cranes were pressed into service to clear the tracks.

Somber US lays ghost of 9/11 to rest on 10th anniversary

NEW YORK: The United States on Sunday substantially assuaged the painful memory of Sept 11, 2001, with a poignant and graceful dedication of an utterly tranquil memorial on the 10th anniversary of the worst terrorist attack in history. It was the first such anniversary after Washington hunted down the chief perpetrator of the attack, Osama bin Laden, in Pakistan, just weeks before the consecration. President Obama and his predecessor President Bush - the two men who took the fight to the rag-tag enemy - led the way in dedicating the serene and fluid 9/11 memorial at the site of the World Trade Center where more than 2,700 people perished after terrorists commissioned by bin Laden rammed two passenger aircraft into the twin towers and brought them down. There was hardly a dry eye at the event on a beautiful early autumn day. Formally known as the National September 11 Memorial & Museum, the monument consists of two square pools of water in the exact footprint of the two buildings, "reflecting absence." Designed by the Israeli-American architect Michael Arad, the names of the victims are inscribed on granite panels around the pool. Some 250 white oak trees, which will grow and last for 300 years, surround the memorial, which is spread across 16 sacred acres and which will be open to the public from Monday onwards. A museum will open at the site on the 11th anniversary next year. Sunday morning though, belonged to the nearly 3000 families who lost their dear ones on that terrible day. As it is done every year, names of the victims were read out alphabetically in scenes that never fail to touch a chord in the heart and moisten eyes. They included the names of more than 40 Indian victims, from Mukesh Kumar Agarwala to Jupiter Yamben, who worked in the buildings or were traveling in the planes on that fateful day. No one remembered the 19 hijackers' who perpetrated the horrific attack, fueled by hate- filled ideology and grievance- laden minds nurtured mainly in Saudi Arabia and Pakistan, two of the most toxic countries on earth. Their mastermind and chief planner of the attack, a Pakistani-Kuwaiti named Khalid Sheikh Mohammed, is rotting in Guantanamo Bay prison, awaiting trial before a military commission. Brief speeches were made, but words were redundant 9/11/11. When the VIPs and their entourage left, families of the victims walked quietly around the memorial, searching for the names of their loved ones inscribed on the granite panels. They caressed the names lovingly, and some families stenciled them on paper to carry home. The cellist Yo-Yo Ma brought notes of poignancy to the occasion. At some point, Paul Simon of Simon & Garfunkel rendered a tender acoustic version of "Sounds of Silence." Hushed whispers and quiet sobs punctuated the solemn air. "We will never forget," President Bush and America swore in the days after 9/11, but ten years later, there was a sense of having laid the ghost of the attack to rest. The United States may not get a perfect 10 for the way it handled the aftermath of the attack - mainly on account of its deviant war in Iraq - but on the 10th anniversary of 9/11, in memorials and ceremonies at home marked by grace and resolve, poise and dignity, it largely redeemed itself.
