Powerful earthquake strikes Canada's Vancouver Island

VANCOUVER: A 6.7-magnitude earthquake struck Vancouver Island on Canada's west coast on Friday, the US Geological Survey said, but no tsunami warning was issued. The epicenter of the quake was located 135 kilometers (84 miles) south-southeast of the town of Port Hardy on the island, and about 280 kilometers west of the city of Vancouver, the USGS said. The earthquake struck at a depth of about 26 kilometers (16 miles), it said, revising its initial assessment that the quake hit just two kilometers under the surface. The Pacific Tsunami Warning Center did not issue a warning, saying there was "no destructive widespread tsunami threat." It did however warn authorities to be prepared for local tidal swells. The quake was only lightly felt in Vancouver, according to an AFP journalist in the city, which is not on Vancouver Island. "My boss asked me, 'Did you feel that?' and I said no," city resident Helder Matos Santos, who works in a graphic design firm, told AFP. The strongest quake ever recorded in Vancouver dates back to 1946.

Political engagement essential for future deals

The failure to reap maximum benefits from Indian Premier Manmohan Singh's visit to Bangladesh exposes Dhaka's diplomatic weakness, however giving renewed call for adequate homework before joining any initiative on foreign policy matters. Analysts also say the necessity of a domestic political consensus on collaborative efforts with India and other countries is being widely felt after the disappointing end of the Indian premier's visit. Clearly upset with the loss of opportunity to take India- Bangladesh relationship to a new height, Manmohan is reportedly going to send his envoy to meet Pashchim-banga Chief Minister Mamata Banerjee seeking her cooperation in striking a deal on Teesta water-sharing. Dhaka is still optimistic to strike such a deal within next three months. Bangladesh officials apparently got shell-shocked by New Delhi's last-minute decision not to sign any deal on the Teesta, eventually resulting in no further talks on India's interest in getting transit facilities through Bangladesh territory. Foreign Minister Dipu Moni on 5 September night told journalists that the Teesta deal would be struck although the Indian external affairs secretary accompanying Manmohan had already confirmed Indian press that there was no such possibility. "We should try to appreciate changes in India's domestic politics and its influence on foreign policy in recent times," former ambassador Humayun Kabir told daily sun on Friday. "Our government must build rapport with all stakeholders there and talk to our local stakeholders to reap better results from bilateral talks." The government had not consulted even the cabinet and ruling party lawmakers, let alone the opposition leaders, before Manmohan's 6-7 September visit when the two countries were scheduled to strike a number of deals on important matters, including Teesta water- sharing agreement and protocol on transit. Terming the issue of transit Bangladesh's strategic capital, Humayun suggested that next time Dhaka should try to bargain with Delhi to maximise national interests by taking adequate preparations. "We need good relations with India but we must utilise our strategic capital to realise our demands." Dr Ahmal Hussain, a professor of international relations at Dhaka University, underlined the need for broad-based consultation with the opposition through parliament, saying, "Foreign policy matters, especially the one relating to India as a key partner, should not be a matter of the ruling party." He regretted that there is a serious lack of information and research in foreign policy pursuit and pointed out that the foreign office has no research cell to provide the government with adequate inputs for taking prudent decision to ensure national interests. "Our relations with India should not be a matter of hasty decision or emotion," he added. The ruling Awami League government's two key advisers —foreign affairs adviser Dr Gowher Rizvi and economic affairs adviser Dr Masihur Rahman—are widely blamed for the failure to have expected outcome from the Indian premier's visit. A senior AL leader and parliamentarian Suranjit Sengupta has blamed "non- political" elements for failure to sign an agreement on the Teesta. "There would have been no problem had there been politicians involved in the negotiation process to support the efforts of the prime minister's advisers," he said on Friday. In India, national security advisor Shiv Shankar Menon, a former diplomat, is being blamed for failure to hold proper negotiation with Mamata Banerjee and convey New Delhi's position on Teesta water-sharing, according to Indian newspaper reports. Manmohan Singh may now engage ruling Congress Party lawmaker from Andhra Pradesh Jairam Ramesh or water resources minister Pawan Kumar Bansal to hold talks with the Pashchimbanga chief minister, a key stakeholder in water- sharing process with Bangladesh. Bangla daily Anandabazar reported that Manmohan took steps to use political leaders to help Mamata understand because, many indicated, it was Menon who failed to settle the issue. Dainik Sangbad, another Kolkata- based daily, said Dhaka has taken steps alongside Delhi to help Mamata agree. The report referred to Bangladesh Foreign Secretary Mohamed Mijarul Quayes' saying that it was the duty of New Delhi, not of Dhaka, to tackle Mamata Banerjee.

Teesta deal in 3 months

Finance Minister AMA Muhith and Water Resources Minister Ramesh Chandra Sen have expressed hope that the stalled treaty on sharing of Teesta water will be signed within three months. "I am not disappointed as the deal was only delayed," Muhith on Wednesday said, adding that he expects a restored Teesta water-sharing agreement will be signed in the next three months. The hoped- for deal on water sharing was postponed because of last- minute objections from the Indian state Paschimbanga, prompting visiting Indian Prime Minister Manmohan Singh to term the debacle unfortunate. The setback has undermined the much-orchestrated visit by Manmohan while it has come as a major obstacle to signing agreements on facilitating transit to India. Terming the sharing of Teesta water the most important issue for the government, Muhith anticipated that it will take up to three months to ink the Teesta deal. Asked if there would be further talks on the deal, he told reporters at the Secretariat that discussions are still on and there will be more. Water Resources Minister Ramesh Chandra Sen said, "We are not frustrated. We hope that we will reach an agreement on sharing Teesta water within three months. "Paschimbanga Chief Minister Mamata Banerjee will take part in a by-election soon. So, she is in trouble. We hope she will respond positively to the Teesta issue after the polls," Ramesh added.

Khaleda disappointed at Teesta deal failure

Bangladesh Nationalist Party Chairperson Khaleda Zia during the meeting with Indian Prime Minister Manmohan Singh on Wednesday expressed disappointment at the failure to sign the deal on Teesta water sharing. "Our chairperson has expressed frustration and disappointment at the failure to sign the deal on Teesta water sharing," BNP vice-chairman Shamsher Mobin Chowdhury told journalists after the 30-minute talks between Khaleda and Manmohan that began at 4:00pm at the presidential suite of Sonargaon Hotel. Manmohan Singh also expressed regret as the much-hyped agreement had not been signed during his visit to Dhaka, he added. The Indian Prime Minister assured Khaleda that the two countries would find a viable formula to resolve the issue regarding Teesta water sharing with equity and fairness. Shamsher Mobin quoted Manmohan Singh as saying, "Instruction has been given to ensure the deal on sharing of Teesta water on priority basis." Manmohan told Khaleda that they want good relations with BNP in future. "I hope that unsettled issues will be resolved through bilateral talks. I think relations between the two countries will be strengthened further," Manmohan Singh was quoted as saying. He also praised late president Ziaur Rahman for his outstanding contribution towards formation of South Asian Association for Regional Cooperation (Saarc). Khaleda told Manmohan that they would not have any objection if transit facilities are provided to all South Asian countries, including China. Welcoming the Indian Prime Minister, Khaleda said both Bangladesh and India expect good relations between the two countries. "Our main objective of good relations is to ensure mutual benefit and interest of the two people," Khaleda was quoted as saying. She hoped that the two countries would work together to strengthen bilateral relations and maintain good relations. BNP acting secretary general Mirza Fakhrul Islam Alamgir and Khaleda's advisers Reaz Rahman and Sabih Uddin Ahmed were also present.
