New Delhi for the first time has agreed to consult Dhaka before implementing the controversial Tipaimukh dam project, according to an official document prepared for Indian Prime Minister Manmohan Singh's upcoming tour of Bangladesh. Manmohan may make such announcement during his scheduled Dhaka visit on September 6-7, according to the paper drafted by the Bangladesh Prime Minister's Office.In the Bangladesh-India joint communiqué issued during Prime Minister Sheikh Hasina's Delhi visit in January 2010, the Indian government only referred that 'India would not take unilateral steps on the Tipaimukh project that would adversely affect Bangladesh'.The official paper also reads that the Indian premier's assurance of not harming Bangladesh will 'create a huge positive impact on public perception in Bangladesh'.daily sun has obtained a copy of the working paper of Bangladesh government drafted for Hasina's discussion agenda with her Indian counterpart. "Though Tipaimukh has long ceased to be an issue, an announcement may be included for public perception to the effect that India would consult government of Bangladesh on Tipaimukh dam issue and would not undertake any project which may harm Bangladesh," said the paper. The restricted paper has also suggested that the Prime Minister's Office and the ministry of foreign affairs should coordinate the matter with the Indian authorities. Diplomatic observers say New Delhi may make such declaration in Dhaka to allay the anti-Indian sentiment in Bangladesh, which generated with the implementation of the Farakka Barrage in 1970. "We hope that the Indian prime minister would make an announcement of not harming Bangladesh. This announcement may alley the fear of people about the project here," Humayun Kabir, a former ambassador, told daily sun on Wednesday. The main opposition BNP and its allies and some environmentalists have expressed deep concern about construction of the proposed Tipaimukh dam at the confluence of the Barak and Tuivai Rivers (in the upstream) in the Indian state of Manipur. The combined river has entered into Bangladesh as the Surma and Kushiara on which the country's northeastern region depend heavily for agriculture and livelihood. They say the construction of the huge dam will dry up the two rivers in the greater Sylhet region while New Delhi assures that the dam would not adversely affect Bangladesh as the multipurpose hydroelectric project has no irrigation component. People in the India's northeastern states have also been opposing the dam project since 1970s as the project, if implemented, would displace millions of people and destroy its rich biodiversity. The Awami League government in July 2009 sent a delegation of lawmakers and experts to Delhi to visit the project site as the opposition alleged that the government was sitting idle while the Indian government goes ahead with construction of the Tipaimukh dam. But the lawmakers had failed to visit the proposed project site amid inclement weather. Former water resources minister Abdur Razzaq, MP, led the delegation. Upon their return, the team reported to parliament that the project was yet to be started and New Delhi assured Dhaka of not 'doing anything that would adversely impact Bangladesh'. "Some important announcements will be made during the Indian prime minister's visit," Razzaq told daily sun on Wednesday. He alleged that some political parties, including some left leaders, had been propagating anti-Indian sentiment only for gaining political mileage. The Tipaimukh dam project is aimed at generating 1500 MW hydropower and flood control on 2039 Square kilometres in the upstream. Indian National Hydroelectric Power Corporation has been assigned to implement the project. Water Development Board officials say commissioning of the Tipaimukh dam will dry up the Surma river for at least for two years as the bulk waters would first be stored in the upstream and then released slowly through some narrow gates to move turbines for electricity generation. They say the Surma and Kushiara rivers have already started facing water shortages in the downstream in Bangladesh during the dry season (November to April) every year

PESHAWAR, PAKISTAN: A government official says 40 people have been killed in a mosque bombing in northwest Pakistan, with 85 wounded. Local administrator Fazal Khan says there's some evidence it was a suicide attack. Some 300 people were at the mosque for Friday prayers during the holy month of Ramadan when the bomb exploded in Ghundi village of Khyber tribal region. Pakistan's tribal belt is a hotbed of Islamist militant activity, as well as sectarian rivalry. No group claimed responsibility for the bombing, but the Taliban and other insurgents have attacked scores of targets in the area, which lies along the Afghan border.

PM Sheikh Hasina sees 'game' behind power, water crises

Prime Minister Sheikh Hasina on Thursday reiterated her government's firm commitment to trying those who embezzle orphans' property and siphon off money abroad as well as war criminals, saying that whatever conspiracies are hatched, their trial must be held in Bangladesh. "No conspiracies could save them from trial," she told a discussion, as the chief guest at Bangabandhu International Conference Centre. Dhaka City Awami League arranged the discussion on the occasion of the National Mourning Day. Sheikh Hasina said the trial of the killers of Father of the Nation Bangabandhu Sheikh Mujibur Rahman was held, while trial process of the war criminals has started and the government restored the spirit of the War of Liberation by amending the constitution. "These are the main reasons behind the anguish of the leader of the opposition against the court," she said. The Awami League president said the leader of the opposition does not accept parliament, constitution and the apex court verdict. "Then, what does she accept and what she wants?" she posed a question and warned that none would be allowed to carry out any whimsical acts in the country. Referring to throwing an object to a judge by the pro-BNP lawyers, she said their anguish against the court is not new. "In the past they kicked at the door of the chief justice, insulted parliament, attacked the Speaker and broke TV camera," she said. The prime minister said the BNP-Jamaat alliance government did nothing when they were in power except supporting corruption and laundering money. Regarding water and power crises, she said a game is going on behind the scene. "There's no reason for the water crisis this time, as we've taken numerous steps to ensure uninterrupted water supply. But there are some people who are deliberately creating the crisis," she said adding the patriotic people have to remain alert in this regard. "Even there's no reason for power cut during iftar and sehri. In the last two years, we increased the power generation and added 2000 MW to the national grid. We also developed the transmission line," she said. The Prime Minister, however, mentioned this generation boost is not enough since the demand is much higher, as the BNP-Jamaat alliance and caretaker government during their seven years tenure failed to produce any power. "We had only 3100 MW of electricity when we came to power this time, though we had left 4300 MW in 2001," she said. Sheikh Hasina urged all to be judicious in using power, water and gas to reduce their wastages. To ease the traffic jam in Dhaka, the Prime Minister said, her government has taken steps to construct flyovers, elevated express ways and other measurers. "We know what the problems are, but we didn't create these problems. As a matter of fact, we inherited these from the previous governments. We won't sit idle, we'll try our level best to resolve the problems as soon as possible," she said. But, she said, the government has fund constraints and the people have to wait due to this. Khaleda Zia does not believe in the country's independence, its constitution and the rule of law; which is why she is out to ruin the judiciary, alleged Awami League Joint General Secretary Mahbub-ul- Alam Hanif. "She believes in conspiracy," said Mahbub on Wednesday. Hanif made the allegation against the opposition leader while speaking as chief guest at a discussion meeting organised by Jatiya Sramik League, an associated body of ruling Awami League, at Mohanagar Natyamancha at Gulistan Square in the city. The discussion was held marking the National Mourning Day commemorating the 36th death anniversary of the father of the nation Bangabandhu Sheikh Mujibur Rahman. In an oblique reference to BNP he said as the party came into being unconstitutionally and through conspiracies its chief would naturally practise the politics of conspiracy. And that is the reason why she wants to throw away the country's constitution. Replying to the proposal of the civil society that the chiefs of the two major political parties should resolve the country's crises through talks sitting across the table Hanif said: "We cannot sit with those who dishonoured three million martyrs and 200,000 mothers and sisters by forging an alliance with razakars." Pointing at the civil society, Hanif said, "You talk much on lot of other issues but keep mum when the whole nation observes the National Mourning Day on August 15 while Khaleda Zia celebrates her birthday the same day." Khaleda Zia wants to ruin the country's judiciary and for this reason pro-BNP lawyers were not ashamed of throwing objects towards the judge of the High Court division on August 2. "In reality, Khaleda Zia has personal grievances against the court as it hanged killers of Bangabandhu, handed down punishment to her sons Tarique and Coco in the money laundering cases and gave verdict on her cantonment residence," the Awami League leader added. Jatiya Sramik League President Abdul Matin Master presided over the discussion while General Secretary Roy Ramesh Chandra conducted it. Awami League organising Secretary Jahangir Kabir Nanak in a meeting organized by Chhatra league Dhaka City Unit told that people of the country would never pardon Khaleda zia for celebrating false birthday. She used several birthdays and born in Birbhum of India. This is truly shameful and she is still conspiring against country expressing her solidarity with killers of Bangabandhu. He also added, if govt found any involvement of Khaleda with 21 august grenade attacks, Khaleda would also be tried.

Prime Minister Sheikh Hasina said political stability and democracy are a must for the development of a country. She yesterday made the remark when UNFPA Executive Director and UN Under-Secretary General Dr Babatunde Osotimehin called on her at the Prime Minister's Office (PMO). The Prime Minister also mentioned that poverty is the main barrier to development. Sheikh Hasina reiterated her government's firm stance to root out corruption and said it is working relentlessly with sincerity and honesty to ensure peace, progress and prosperity of the people. She also listed various pro-people programmes of the government. Referring to the Vision 2021 programme, the Prime Minister said her government is working for alleviating poverty, ensuring people's fundamental rights and establishing peace in the region.

Prime Minister Sheikh Hasina yesterday laid emphasis on the use of modern biotechnology in Bangladesh for development of the country's agriculture sector. The Prime Minister placed the emphasis when a delegation of Cornell University, USA led by its director Dr Ronnie Coffman called on her at the latter's office today. Cornell University, USA is associated with Bangladesh's agriculture in connection with the Agriculture Bio- technology Support Project II. The Prime Minister thanked the Cornell University for its cooperation for sustainable crop variety development in Bangladesh. She also thanked the University for Capacity building of scientists of the National Agricultural Research System - NARS. The Prime Minister said other US universities may also come up with such efforts for sustainable crop improvement to feed the increasing population in a decreasing land base. Sheikh Hasina said five agricultural universities in Bangladesh are carrying out various research activities for development of the agriculture sector. The Prime Minister expressed gratitude for sharing rice, wheat, maize, and oilseeds developed by the University for Increased Production in the southern saline zones of the country under changing climatic conditions. She hoped that Cornell University will continue its support for the development works in Bangladesh.

Prime Minister Sheikh Hasina, on Tuesday said that the people who had looted funds meant for orphans through Zia Foundation and misappropriated public money could never work for welfare of the people. Speaking at a discussion marking the National Mourning Day, Sheikh Hasina, president of the Awami League, castigated the opposition leader Khaleda Zia for celebrating a 'fake birthday' on August 15, the day the country's founding president Sheikh Mujibur Rahman was assassinated. Sheikh Hasina said the BNP chairperson started celebrating a 'fake birthday on August 15 since 1996 and added that that only a person of low mentality could make fun of the National Mourning Day. She said that Khaleda's celebrating the fake birthday on the National Mourning Day was nothing but an expression of her solidarity with the killers of Bangabandhu. Sheikh Hasina said, those, who cheer by celebrating 'false' birth day on national mourning day, can do no welfare for the country. She also said that unbridled corruption by the previous Bangladesh Nationalist Party-led government was responsible for the bad shape of the road network, power crisis and other problems. She said her government was trying to tackle the situation. Bangladesh Awami League organised the discussion at the Bangabandhu International Conference Centre in observance of the 36th anniversary of death of Sheikh Mujibur Rahman. 'They [BNP] looted the fund of Zia Foundation brought from abroad in the name of orphans. Her [Khaleda] sons were involved in money laundering. How can they work for the welfare of the country,' said the prime minister. She said Ziaur Rahman had rewarded the killers of Bangabandhu by giving them jobs [in the country's missions] abroad and gave them indemnity. 'But the trial of the killers could not be stopped.' 'The BNP called hartal on the day the verdict in the Bangabandhu murder case was pronounced and tried to stand in the way of the trial,' said Sheikh Hasina. Sheikh Hasina yesterday said the aim of her government is to ensure the economic emancipation of people as Father of the Nation Bangabandhu Sheikh Mujibur Rahman led the country to independence in 1971. "Now our aim is to attain economic emancipation," she told. She said her government is providing subsidy on fuel, electricity and food grains so that the people of the country can live a better life. "We are providing subsidy to ensure that the prices of essentials remain under the commoners' reach." In this connection, Sheikh Hasina said her government is continuing OMS and fair price cards and such other measurers to ensure food for the poor. "We're trying hard to ensure a good, peaceful environment so that all can have an enjoyable Eid, and I seek cooperation from you all," she said. Referring to various conspiracies, she said people should remain alert so that no vested quarter could snatch their rights. Admitting that the country was experiencing some problems, she said her government was trying to solve them. 'It is true there are problems in the country, including bad shape of roads and highways, power crisis and price hike and the government is trying to tackle them to ease the people's suffering,' she said. Sheikh Hasina also said that the government was giving subsidy to power, food and agriculture sectors and giving 10 kilograms of rice free of cost to the poor in the month of Ramadan. PM Sheikh Hasina directed the communication ministry to repair highways before EID

Prime Minister Sheikh Hasina yesterday directed the communications ministry to immediately repair all dilapidated highways so that home-bound people do not face any trouble during Eid travel. "Start repair work in full swing with the money you got. Necessary additional money will be given gradually," she directed. The meeting sources said Sheikh Hasina asked the finance ministry to release the fund allocated for repair and maintenance of highways without much delay, and told the communications minister to make sure that the fund is used properly. The meeting was convened against the backdrop of transport strikes on various routes including Dhaka- Mymensingh and Dhaka- Tangail highways protesting the sorry state of the roads. At the prime minister's meeting, Sheikh Hasina also directed Bangladesh Railway officials to improve train services to give comfort to passengers during Eid travel. She told the railway officials to reserve one compartment in each passenger train for carrying commodity goods including vegetables, so supply chain to Dhaka markets remains smooth. Sheikh Hasina asked the communications ministry to submit a report on its expenditure for construction, development, maintenance, renovation and repair of roads and highways since 2001, so it can be assessed what were done during the tenure of BNP-Jamaat alliance government and the caretaker government, and during the first half of the present government. After the meeting, PM's Press Secretary Abul Kalam Azad told reporters that the prime minister asked the communications ministry to deploy Bangladesh Road Transport Corporation (BRTC) buses on all highways of the country for convenience of the home-bound people during the Eid vacation.
